Dry dock does work as a safe place to build floating machines(ships, submarines , floating dry docks,etc...) or a safe place to repair the mentioned machines or a safe place to scrap the same mentioned machines completely.

Using yard personnel and tugs, the vessel completes its port formalities and final transit and is then towed into the dry dock. The water must be drained for eight to ten hours (generally overnight), and then anchor chains (or cables) are attached to the bottom of the vessel - the part that is below the waterline - which is inspected and measured, and any defects are addressed.

In a marine environment, chlorides and growths are removed by using high-pressure (freshwater) washers. Blasting removes rust or damaged paint, a process that completely removes the defective paint, right down to the bare steel, with extensive cleaning and repainting immediately following, to protect the integrity of the hull and prevent further corrosion. As the sea chest allows seawater to enter the engine room's cooling system, dry-docking also involves removing the sea chest to clean, inspect, and (if necessary) repaint it, with all sea valves being likewise overhauled at the same time.

The team also uses the opportunity to inspect, provide maintenance, and perform any necessary repairs on the vessel's engines, pumps, tanks, and cargo spaces. If any defects are detected in rudders, propellers, or shafts, they are repaired as well. When all the work is complete and signed off, the dock is flooded and the vessel is ready for departure. With the help of tugs and the yard staff, the vessel is towed out of the dry dock and once she has reached a safe anchorage area, her machinery is checked by sea trials, and if all is well the vessel is put back into service.

the titanic was built in irland in a dry dock but was not fitted out in a dry dock and like many big ships like aircraft carriers, cruise liners etc the titanic was fitted out once she was afloat, this would cut down the amount of time she took up in the dry dock and that would cut down the cost of the build she was fitted out at a dock nearby whilst on the water.
