Don't know that a leaking primer bulb can be repaired. Most likely, you have to replace it. You don't want to forget the routing of the fuel lines!! You might want to make a drawing of the routing before you remove the primer bulb.

Primer bulbs on small engines take the place of a choke on the carb . If your carb has a choke on it then you could probably bypass it . The object of the primer and the choke is to give the engine a extra charge of gas to help it start when the engine is cold . If you take this away then the engine will be hard starting if it starts at all .

I'm fairly sure you cannot put a light bulb in a lawnmower. You could lay it on the deck somewhere but it would never light up but your question was in a lawnmower not on a lawnmower,... on so the answer would be that this is not a valid question.
