A horse will know you're scared by the scent of the hormone's you'll give off, the tenseness in your muscles and you're breath rate.

Never be sacared around a horse, they can sense your fear and it will make them just as scared as you. Be confident and get to know him again. Don't rush things or else the chance of you getting thrown will be higher.
I would suggest you not ride a horse if you are afraid of them. This is a choice to ride or not. I dislike roller coasters and will not go on one. I make that choice and so can you about horses. or, if you want to get over your fear, start riding lessons with an experianced instructor. let her know that you are scared of horses, and they will help you.
alot of horses are scared of cats. because cats have sharp claws, cats could just randomly climb on the horse. poor horse the claws would dig into the horse. that would hurt
I would try coaxing it with one of its favorite treats, and reward it if it gets in. Obviously I don't know his favorite, but i would try a salt lick, carrot, or anything you know/think he likes.

Sometimes, your horse will have that extra sense of not feeling OK. Just as if you were walking down the street and feeling like your followed.
