When using the brake pedal to slow down the speed of the car, the engine first gives up the momentum energy stored in its rotating parts - crankshaft, flywheel, etc. - and then, at around the road speed mentioned in the question, an automatic clutch disengages the engine from the gearbox, so that only the electric motor is running to keep the car moving. The gas or diesel engine then stops turning, which explains why its speed drops to 0 rpm.
During braking the car's electric motor is still turning to assist the brakes to slow the car down by using up the momentum of the car to generate electricity which is used to charge the car's main "power" battery.
When the brake pedal is released an automatic clutch engages to connect the gearbox to the car's engine as well as the electric motor so that the engine starts turning again. It won't start burning fuel until the gas pedal is pressed hard enough to call for the engine to help to accelerate the car.
A light touch on the gas pedal will only use the electric motor to move the car.
For that reason the "gas pedal" is more aptly named an"accelerator pedal" in a hybrid car.
