There's lots of ways to train strength but my top 2 areas to train strength are tortoises which is in the tree gnome stronghold and rockcrabs. Both these areas are member only spots so if your a free user just train on Hill Giants or something.
Since the release of the evolution of combat all melee weapons can train attack, strength and defence. To change the combat experience to strength, simply click on the combat tab, then click the round button with "XP" on it and choose strength.

The strength training pen is in Appleton, on Horse Isle. Depending on the horse, it's maximum strength will vary. The training pen will give you +10 of strength, and you can train once every two hours (if you're a subscriber, you can train once an hour). The stats do decrease -1 every day, however, so make sure to train regularly. Once the pink stuff is at the top of the maroon brackets, the training is complete.
