The recording layer in DVD+RW and DVD-RW discs is a phase change metal alloy (often GeSbTe) whose crystalline phase and amorphous phase have different reflectivity. The states can be switched depending on the power of the writing laser, so data can be written, read, erased and re-written. DVD-R and DVD+R discs use an organic dye.

Yes You can get rewriteable DVD-RW's.They cost substantially more and there's a limit to how many times you can reuse them.
Pictures to CDAny blank CD should work, watch not to get blank DVD's or rw's (rewriteable CD's) for they cost more. Go after something marked 48x, and it should work fine.

Just ask it :) Look at the logo on the DVD-ROM drawer - the logos aren't the most obvious e.g. the DVD-R logo on mine is actually the word DVD over an oval which has the minus in the middle, whereas the + logo is the letters RW with 'DVD+ReWriteable' (in a ludicrously small font) underneath.
Typically a drive marked as being a 'CD' or a 'CD RW' drive, will not be able to read a DVD. You will need one marked as being at least a 'DVD' drive, which will be able to read DVDs and CDs too.

If a DVD is burned properly through a PC, the DVD will work in most DVD players. The DVD must be in the proper format. Depending on the brand, and model of the DVD player, the format must be readable.

They also need to be burned the same way but it can be erased and burned again.
