It's a good idea to be certain that the PC case is also grounded while working. I have worked on and built multiple computers and never worn a static strap or worked on a anti-static mat. I do prefer to touch something metal to see if it shocks me just to be safe. I have never damaged anything from this, but I do know that It can happen.
