It's really the other way round - force affects potential energy. Potential energy is the RESULT (not the cause) of a force being required to move something - for instance, against the force of gravity or an electric field.

If you stood at the top of a building with a bottle rocket and aimed it straight at the ground and fired it, it's kinetic energy would exceed it's initial gravitational potential energy. It's kinetic energy would equal the acceleration due to gravity plus the energy of the rocket thrust minus any resistance to air as a result of it's shape.

Clearly, that depends on the amount of potential energy. If given the height, calculate the potential energy with the formula for gravitational potential energy (PE = mgh). If mass is not given, you can assume any mass (it doesn't affect the result), or use a variable "m". Then, assuming it gets converted to kinetic energy, use the formula for kinetic energy (KE = (1/2)mv2), replace the KE with the energy you calculated before, and solve for v (the speed).
