Alcohol has an effect on the chemical balances in the brain. It will have different effects on different individuals. One person can have a beer and feel great, another may become sleepy and a third may get sick. In general terms the effects, ranging from mild to sever, depend on the amount of alcohol consumed and how quickly as follows:

1-3 Drinks: Relaxed, happy, sleepy, fewer inhibitions, silly, etc

4-6 Drinks: Decision making is impaired, motor skills are slower, inhibitions are greatly lowered, coordination suffers, people tend to become loud and raucous.

6- more: Alcohol poisoning is beginning to take effect, words begin to slur, inability to judge distances, falling down or tripping over things, some become nauseous, room spins, "black outs" may occur (the person will walk and talk but will later have no memory of events), extreme emotions are displayed, eventually the person will pass out.

If the person is used to drinking and/or drinking a lot their tolerance will go up and some effects may be delayed but the above is the usual progression.
