If you choose your metals carefully you can weld together two strips made of different kinds of metal which have different rates of thermal expansion, so that depending upon the temperature, the strip will bend either to the left or to the right. When the metal bends far enough it can touch an electrical contact and close a circuit, which then causes the oven to either turn on or turn off as the case might be.
Most don't have one, just a temp setting that is different, it adjust the flame to fixed position based on how hot you set it

When the heat in an oven can not be controlled it is the fault of the oven's thermostat. It is the thermostat that opens and closes to maintain a set point temperature. Depending on how the thermostat failed it will give the results of the oven always being on, oven with no heat whatsoever or when the calibration is not set correct, when wrong temperature is maintained.

I would not suggest it. The oven elements will not get hot enough for kiln work. Since a kiln gets to the temperature of over 1400 degrees, the standard overn elements will not attain that temperature. Invest in standard kiln elements...and a good kiln thermostat.
