An owl can most likely not survive at all in the city because a city is not the right environment for the owl. Owls are nocturnal, therefore they sleep during the day - the city is busy during the day, so it won't be safe (or quiet) enough for the owl to live in. Owls are also not able to catch any food in the city because their prey cannot survive the city either.
