I play StarCraft II and WarCraft, which both are by Blizzard.
I can't tell you WHO specifically invented/came up with Starcraft II, but it was designed and produced by Blizzard (Diablo, World of Warcraft etc.). The Lead Designer behind Starcraft II was Dustin Browder.
As of yet, StarCraft II is not out, and Blizzard has not placed a release date on their site saying, "At this point, it's too early to provide an estimate of the release date. As with all Blizzard games, we will take as much time as needed to ensure the game is as fun, balanced, and polished as possible."
No, only for PC. No official word from blizzard yet but Starcraft II may be coming for 360 to compete with Tiberian wars, Halo wars, and command and conquer.
From what Blizzard is saying so far Starcraft II will be for both PC and Mac. And from my experience with warcraft 3 battle net allows you to play with people on both Macs and PCs

It doesn't. Blizzard has made many games that have gotten the title "game of the year" INCLUDING: Starcraft, Starcraft expansion Brood War, Warcraft II, Warcraft III (reign of chaos, and frozen throne), and Diablo II. Blizzard Entertainment has made some decisions that many players don't like, including disabling battle.net support for 1.3 in Diablo 2 L.O.D, and making the difficulty level in World of Warcraft so low, that even the least intelligent chimp on the planet can play it.
You get it by either getting chosen by Blizzard when you enter the drawings on Battle.net, and you can get the code from the Blizzcon '08 (e-bay has tons of them on sale.)
Battlenet is the official online component of Blizzard Entertainment for World of Warcraft, Warcraft II: Battlenet edition and Warcraft III, Diablo and Diablo 2, Starcraft and Starcraft 2. It allows chat and cross-game friends list. Note: Battlenet is required for most of the newer online Blizzard games like World of Warcraft (not new, but required) and Starcraft 2.
Ok, so to access the map editor, go to where Starcraft II is installed (e.g. c:\Program Files\Starcraft II) and in that folder is an application entitled Starcraft II Editor.exe. At least that is where it is on mine.
Starcraft II can be played offline.
