There are no penguins in the Arctic.
Penguins can survive because they have the sense to huddle which keeps them warm and also they dive in the water to collect food which is one of the main things they need to survive. The hooks are an adaption to help them catch fish better. Adaptions help an organism survive in their enviroment.
