Risks are identified by using the risk identification process. An unidentified risk is a danger lurking out of your sight and waiting to attack the project. Not by a long shot. Israel is actually a very safe country; terrorism and the rocket-fire do not affect most members of the population. Local crime (murder, theft, etc.) is actually quite low. Probably the biggest danger in Israel is getting into a car accident.
