When carbon dioxide is passed through water, some of it dissolves. A small fraction of the dissolved CO2 interacts with the water to become carbonic acid, H2CO3. Like other acids, this weak acid produces hydrogen ions. These ions react with other substances to produce the characteristic chemical behavior of acids.

The carbon dioxide present in soda water reacts with water to form weak carbonic acid, H2CO3 such as:

H2O(l) + CO2(g) -----------> H2CO3(aq)

H2CO3(aq) + H2O(l) -------> H30+(aq) + HCO3-(aq)

The H3O+ ions formed makes the soda water acidic.

Why Carbon dioxide dissolves in water has got no answer. But it dissolves to form Carbonic Acid which is accepted as its property.
