Can removing emissions equipment improve gas mileage?

If you removed ALL emissions equipment, the question would be hard to answer, in theory anyway. Removing your Oxygen Sensor would most likely decrease gas mileage because the Oxygen Sensor helps control the air/fuel mixture.
