God views a covenant very serious. Just looking at the Old Testament, God made a covenant with the Hebrews, and he explained the blessings He would give if they followed the covenant and He explained the problems they would have if they didn't follow the Covenant. Most of the time the Israelites did not follow God and time after time trouble came to the land until the day that God's mercy ran out and first the northern kingdom was taken by the Assyrians and very few ever returned. Next the kingdom of Judah was taken captive to Babylon and remained there 70 years before they were allowed to return to their homeland. Still many did not follow God. Finally God wanted to take the Jewish people a step further and introduced the Messiah (Jesus Christ). The Messiah was no stranger in Old Testament prophecy, but the hardness of the Jewish heart kept them from recognizing the Messiah when He came. Approximately 40 years later (70 A.D.) Jerusalem and the land was destroyed by the Romans, the Jews were scattered the world over and as yet the true remnant has not accepted Jesus Christ as Savior.
God has made a New Covenant with the world and it was instituted at the death, burial, and resurrection of Jesus Christ. If you have believed God and accepted His Son as Savior you are living joyfully in the kingdom and under this New Covenant.

The Hebrews felt they had a covenant with God. Hebrews 8:10 "This is the covenant I will establish with the people of Israel after that time, declares the Lord. I will put my laws in their minds and write them on their hearts. I will be their God, and they will be my people"
Abraham made a covenant with God in which Canaan was promised to the Hebrew people as an everlasting possession. This covenant plays a significant role in the history and identity of the Jewish people.

Depends upon how you view the first covenant. If the first covenant was with Adam and Eve, then the second covenant was with Noah (Genesis 6:18). If the first true convenant was with Noah, then the second covenant was with Abraham. (Genesis 15:18)
