It is against the rules of Jagex / Runescape to use bots. Since a recent Bot Nuke, many bots on Runescape have been wiped out; 98% to be exact. Also, Jagex has begun to crack down on rule breakers by threatening to bring players to court. Overall, it is best to avoid bots as it ruins the game and starts many other problems.

Jagex have recently won a series of lawsuits to combat bots on Runescape. RS bots are against the rules of the game and it is illegal in the game to use bots. Many 'botting' accounts have been banned or had their levels reset.
No, most are fake and will infect your computer with a virus even by just visiting the website. The ones that do work can get you banned indefinitely especially with Jagex cracking down on bots.
It is really hard to make bots for runescape, because of all the coding it will need to be undetected by jagex, your better off with an already made one. But I wouldn't recommend the use of them.
