lucasvalentine: The above answer is right as far as 'depending on the condition' is concerned, as mental illness can manifest itself in far more ways that we've probably even got medically documented.
However, it would be false to assume that many mental conditions 'help' communication - though. I would hazard a guess that as a general rule of thumb, it obstructs 'normal' communication to some extent. Sometimes a fractional, almost imperceptible amount, other cases, it can make even the thought of interpersonal communication a frightening nightmare-ish scenario.
What is interesting though, as the above answer has hinted at, is that we often see some kind of... improvement or... uniqueness to communication. A theory could be that depression leads to the kind of introspective analysis that would benefit their outlook and thus lead to others believing them to have better conversational skills.
The bottom line is, it might make communication easier, it might not. If a person suffering with mental health issues is nourished by his or her society, peers and parents/carers, then the added insight will be a boon and gift. However, if left unchecked and without social contact or mobility, a person suffering may find the world an increasingly frightening reality, develop complete empathic detachment, and can lead to suicide.
It can lead to increased(mania/Bipolar disorder), reduced(negative symptoms of schizophrenia) or mis-communication(hallucinations/irrational thoughts or perception caused by positive symptoms of schizophrenia).
