It means that God has anointed a ruler and that people should follow this ruler as they would follow God. Nobody can question the judgment of an anointed ruler.

For Princes it is their divine right that they shall some day be king.

The concept of "divine right rule" has been used by sick individuals, for sick reasons of conquest of land and other natural resources. Monarchies use it to justify their rule, and generally not having to work/being welfare babies. See Great Britain's royal family and what a bunch of useless, spoiled, out of touch with the people, not to mention wastes of space, they are. This should reveal the true nature of a monarchy and why in fact it needs to lie to individuals about "being chosen by gods to rule" in order to attain power. That is how the concept of "divine rights" is typically used.
