It means that God has anointed a ruler and that people should follow this ruler as they would follow God. Nobody can question the judgment of an anointed ruler.

The concept of "divine right rule" has been used by sick individuals, for sick reasons of conquest of land and other natural resources. Monarchies use it to justify their rule, and generally not having to work/being welfare babies.
