beside the driver side frame rail towards the rear wheel is the filter, get a drain bucket, do not use a drop light because you will not have any life or car since electric light bulbs and gasoline don't mix well. remove the bolt that secures filter to retaining bracket. press in on plastic tabs or both sides of fuel lines on filter, remove old filter, blow through it to satisfy your curiosity of whether or not you've even solved your problems. now go ahead to put new filter on ,note, that filter that filter only goes on one way. be advised arrow indicates flow direction. reinstall bolt, cycle the key on and off to allow electric fuel pump to send fuel to engine. now start
Kind does not matter but the weight does. It requires 5 quarts of 5W-30 with the filter change.

A wiring diagram for the 1996 Chevrolet Caprice Wagon is found in the maintenance and repair manual books. These are found at an automotive store.
The fuel filter is located on the frame on the driver's side just forward of the gas tank. It will require a special tool to release the fuel line from the filter. You must first release the fuel pressure from the system by depressing the schrader valve on the fuel rail.
5 with the filter
1991-1996
The 1996 Chevy Caprice holds 23 gallons of fuel. the vehicle had an estimated 16 mpg city, 24mpg on the highway.

Change the fuel filter or it may be the rev limitor that is in the computer..
As I recall, there were no Chevrolet Caprice sedans, or wagons sold in 1997. The 1991-1996 body style carried a 23 gallon gas tank, this may be what you were looking for.
