Do a search online using EL011-00..... This is Toyota's Technical Service Bulletin (TSB) showing how to disable the "Daytime Running Light system" on many Toyota's including the Sienna van.
On this fix, you would locate pin 2 on the plug plugging into the DRL Main Relay located near the OBDII plug (This is under the drivers side dash board near the brake pedal). Pin 2 will be cut and stowed. This procedure will not affect the Federal Motor vehicle Safety Standard according to the EL011-00 TSB.
The EL011-00 covers 1999-2000. Through my research, I found the Toyota Sienna 2001 was basicly the same from 1999 through 2003. So, I gambled and did this on my 2001 Toyota Sienna and it worked well.
The only thing that was weird was that after releasing my parking brake, my bright light indicator in the dashboard would flash ONLY one time and that was it. So anytime I started my vehicle and release the parking brake, the bright-light indicator would flash only one time (not the headlights itself, only the bright-light indicator in the dashboard).
(Update: The "bright light indicator" stopped the one-time-flash after a couple of months... Maybe the computer had to re-learn the system.) Everything's fine now...

I found it! Do a search on "How does one disable the DRL daylight running lights option on the 2001 Toyota Sienna?" The 2001 is the same (as far as I know) as the 2003.
