Cars are rated in points, 0 to 100, now, you can have an excellent unrestored car, an excellent restored car (for looks) or a ground up restoration, 10.000 US$ will be a pretty decent one (if the car is not in bad shape), but if there are rusted panels, hard to locate parts you could spend more than what a car is worth I am currntly restoring a 1987 BMW 735i, the car is worth about 2.500 US$ and my estimate is about 2.000 US$ to restore it, now if it is a really expensive car (e.g. limited productin numbers special interest car) it is always worth to restore it, even if it does not make sense moneywise. In short, be prepared to spend anything from 10.000 to 30.000 on a ground up restoration.
One can go to be approved for car financing at a local car dealer and applying there. One of the most important things you will need is good "credit".
