To replace the whole headlight, the bumper has to be taken off of the 00 Celica. No way around it. =\
You have to remove the entire headlight assembly. Glass cover clips on with plastic clips. Remove and install CAREFULLY as glass breaks easily.
If just the bulb then there is lots of space you can just unscew and replace if entire headlight then unscrew the holding bolts and pull out. Then replace with new assembly.
On older vehicles you replace the entire headlight. On the newer vehicles you just replace the bulb unless the headlight assembly is damaged.

The complete headlight bucket assembly comes out so you can replace the bulbs easily. Open the hood, stand in front of said headlight, notice two locking tabs sticking up behind the headlight bucket, with a little effort pull up and wiggle each tab out, now wiggle the entire headlight assembly out in the open, twist and remove headlight socket in question, reverse proceedure to install.
You have to unbolt the entire soft bumper and remove. The dealer did this on my car to replace the headlight assembly.
