There is a simple method on Windows Vista to create a handy desktop shortcut. Assuming the file is already on the PC in question, click on the Start button, go to All Programs, and then find the file. Right click on the file and then select Send To and then the desktop. This will enable a shortcut.

I might know what it is, If it's just those icons it could be a missing shortcut. If the program was moved or deleted then the shortcut won't work. You'll need to find the program yourself, or try looking for it in the start menu, once you find it just drag it to the desktop, it will create a new shortcut.

If it is just one extra account it is probably easiest to configure them individually by going to: Desktop Background in Windows explorer then selecting the image then "OK" or by right clicking the image and clicking "Set as Desktop Background".
