1.Disconnect the negative cable at the battery. 2.On 1997 and later models remove the knee blocker. 3.Pull the headlight switch out to the on position. 4.Reach up under the dash panel, push the retainer button , then pull the control shaft out of the switch. the retainer button is on top of the switch component underneath the dash. Unplug the electrical connector unscrew the ferrule nut and remove the switch from the instrument panel. To install the switch, plug in the electrical connector, place the switch in position and install the ferrule nut. Insert the shaft into the switch until it is seated. I got this from the (Haynes manual chap 12-7.)

Remove plastic cover on steering column, this is easy. Then remove the combo switch assembly with 4 screws, next remove then 4 screws that hold in the headlight -dimmer switch. There may be some grease that in the assembly that comes off the horn contact, if that is the case clean everything well. Install the new switch in place and fasten its 4 screws. Next install the whole assembled unit, and finally put the plastic covers in place. Be careful about wires etc that they don´t get clamped or break open during this work.

The Factory Service Manual has a schematic of the switch but this is complex. There is one set of contacts for the headlight relay that powers the headlights. It may be possible to repair the old switch unit by filing the old contacts, note only contacts that are dirty and obviously worn need to be filed with a thin and small file. Before assembling everything try to operate the combo switch and see which contacts are switched on an off by each different movement and position. The contacts that close when the lever is pushed forward are the ones that turn on the high beams.

You only need to replace the switch if you cannot file the old contacts or if the switch is broken. This kind of repair is necessary when experiencing problems with the high or low beams and when the problem is not a broken bulb or a blown fuse. It is not required when upgrading headlights or the wiring harness. Some Toyota owners have upgraded the whole front lights wiring assembly in case they want to install more modern and powerful lights with special bulbs, however the problem with that is the lights may get too bright and disturb oncoming drivers from the opposite direction.
