First you will need the factory code, which is usually found on the trunk lid arm, owners card packaged with the manual, or printed on a label on the driver door module itself. If you can't find it anywhere, you can remove the drivers door panel and the driver door module is near the front end of the door (near the hinge).
Once you have the factory code, enter it on the keypad and press 1/2, then press and hold 1/2 for two seconds, then release. The door locks will cycle to confirm erasure of the personal codes.
To set a new code, enter the factory code, press 1/2, then enter the new personal code. The locks will cycle to confirm entry of the new code.
The factory code remains the same (although some newer models are reportedly able to have a firmware update at the dealership that allows the factory code to be changed) and up to 3 personal codes can be created in addition.
On a 2004 Mercury Grand Marquis : The fuel pump shut off switch ( inertia switch ) which has a reset button on top is located : ( in the trunk , behind the trunk liner on the drivers side , near the drivers side rear tail light , there is an access hole )

Carburators don't have reset buttons.
You can't. It's factory set and cannot be changed.
If it is anything like the 1993 model, open the trunk on the drivers side near the trunk lid hinge pull the carpet back, you should see a box with a red button on it push it in to reset the fuel pump.
Check on the right trunk hinge. I have an 03 model and it a 5 letter combination on a small white tag on the hinge.
On my 1998 Grand Marquis, the fuel shutoff swith is located on the left sidewall of the trunk. Push the button to reset.
take it to a good mechanic or a ford or merc dealer and they have to clear it for you
