The MIL or malfunction indicator light is telling you that you have a problem with your engine operation or efficiency.
You will need to have the codes read with an OBDII code reader at a garage or auto parts store and repair whatever it indicates the problem is.
The same tool can clear the codes as well as pulling the ecm fuse or disconnecting the battery for 30 seconds but the light will not stay out until the problem is addressed.
Also clearing the codes without making the repairs will not get you to pass emissions as the system will need to go through a series of system checks before an emissions station can check it, a 2003 vehicle needs to have 6 of 7 tests complete for an emissions test to go through and it may take several days of driving to accomplish this. By that time whatever triggered the mil will show up again.

You will need to access a diagnostic computer to turn off the check engine light on the 2003 Honda Accord. You could also remove the fuse from the dash lights or instrument panel.
The head lights have nothing to do with the check engine light.
Most engine compartment lights turn on when the hood is opened with a plunger switch or a tilt sensor. I have seen some that have a light that can be handheld and either have a switch on the light itself or it comes on when you remove the light from its holder.

push the odometer button in, turn the key on, wait till the light goes out (could be a long time), turn the key off.
There is o fuse for the check engine light. The check engine is controlled by the cars computer the only way to turn it off is to fix the problem that made it come on.
You will need a scanner to turn the light off. But if you have not repaired the problem it will come right back on. There is some auto parts stores that will turn light off for free.
You are going to have to take the vehicle into a service center for it to turn off. The light is a safety feature letting you know something is wrong with your car.
