How does outside water that is not coolant end up in the heater box of a 1997 Monte Carlo causing the windshield to fog up severely when put on defrost and steam to come out of the vents?

The problem has been resolved. The problem was a blocked A/C drain coming from the heater box. Not allowing the condensation formed from the A/C system to not drain out causing the steam from the water hitting the hot heater core upon braking or a left turn.
