Yes, it can have porosity, or pore spaces, but may not have permeability, or the ability for a fluid to flow through connected pore spaces.
In general the larger the pore space (the higher the porosity) the easier it is for water to flow through it (it is more permeable).
Porosity is a measure how hole many pores, or holes a rock has in it. Permeability is a measure of how a rock resists fluids flowing through it. If a rock is very porous and is very permeable, water will pass right through it. Limestone is a good example. If the reverse is true, water will not flow through. Marble or Granite are good examples.

A rock that has high porosity is not permeable if the pores or fractures are not connected. The larger and better shorted the particles are, the more permeable the rock or sediment tends to be. Because of this characteristic composition, clay is essentially impermeable, which means that water cannot flow through it.
Permeability is when water can pass through different types of soil and rocks. Therefore the permeability affects the soil and rocks because if the soil or rock is PERMEABLE then the groundwater can easily flow through it :)
