Rain water can have a lot of chemicals in it which come from pollution and the environment, it may not change clothes if you're rained on infrequently but if you wear that same outfit every time it rains, you'll see effects such as color change. Tap water contains chlorine, fluorine and other components which can also change clothes over long term exposure.
