The toxic substances in cigar/cigarette smoke (not just nicotine) act to slow down the normal attraction of white blood cells to areas of infection. Bacteria then have a much greater chance of multiplying in the body before being (slowly) destroyed. This process has regularly been reproduced in petri dishes with bacteria and cigarette residue combined.
