This was less than 10% of the population of Athens. There were also limits on who could be the leaders of the state, restricting that to several noble families. Conversely, in the US, because of amendments to the Constitution any person above the age of eighteen years is entitled to vote and any person who follows the requisite conditions (which are conditions for which any citizen could qualify) can achieve any office in the country (excepting the Presidency which requires a US birth).
First of all, we should clarify whether we are dealing with Ancient Greece or Modern Greece. See the below sections that deal with each.

Modern Greece
The United States and the Republic of Greece are both representative republics. This makes them indirect democracies where all persons entitled to vote will vote for representatives who will then vote on all issues. The fundamental organizational difference is that the United States is a Presidential Republic with first-past-the-post voting system and Greece is a Parliamentary Republic with proportional representation. In the United States case, this means that (1) the executive and legislative branches are separate and have separate elections and (2) that the party that wins the most votes in each district wins 100% of the seats. In the Greek case, this means that (1) the executive and legislative branches are fused into one branch where the executives come out of the legislature and (2) that every party that wins more than small percentage of the voters in the national elections gains seats in accordance with that percentage. As a result, the US maintains a dominant two party system while Greece has several major parties across the political spectrum.

Greek democracy was direct - the male citizens met regularly in Assembly and voted on policies and actions of their city-state. Modern democracy is effected by the people electing representatives to a parliament, which votes for them. Direct democracy could only work in a geographically small city-state where the citizens could assemble. Countries today are much larger and this was impracticable. However the rise of computing offers the opportunity to vote through them Don't hold your breath that politicians will rush to embrace this.
