The Heimlich maneuver forces air from the lungs. That force of air removes the obstruction by pushing it out of the windpipe.

The trachea is commonly called the windpipe. It is covered by the epiglottis so when a person swallows food it does NOT go into the trachea. If food enters the trachea it can clog it completely and cause a person to choke to death. If the food goes down the trachea, it can lodge in the main windpipe. If the food manages to go further, it could go to the right or left side when the trachea divides into the right and left bronchi. Air could be blocked past the food which would cause the person to suffocate. If food enters the trachea, it generally causes a person to cough. Hopefully, the person will cough forcefully enough to remove the food. If they do not, this is when the Heimlich maneuver needs to be performed in which a person stands behind the victim and helps them force air out of the lungs with a quick hugging type maneuver.
If they're choking, perform the heimlich maneuver to remove the airway obstruction. If it isn't choking, really the only thing that you can do is wait until they become unresponsive and stop breathing. That's when you perform CPR. If you find them unresponsive then do CPR.

Apparently at least two deaths have been reported from the "game" of stuffing one's mouth with marshmallows or other foods. The problem with marshmallows in particular is that if they are inhaled into the windpipe, they are difficult to remove using techniques such as the Heimlich maneuver. Smaller marshmallows may even be aspirated into the lungs. A 12-year-old choked to death playing the game in 1999, and her death was widely publicized, including on the Oprah Winfrey show. Her parents sued the school where this occurred and received a settlement in 2005. An ADULT death occurred in 2006 when a 32-year-old woman died from complications of airway obstruction at a fair in London, Ontario (Canada). (see the Snopes link below)
