The role of a pilot in a harbor is simple - to be an expert on the port they serve and to bring in vessels ro minimize the chance of damage to property. The pilot generally is brought out to meet the approaching vessel several miles outside of the breakwater. The approaching vessel will open up a door to let the pilot on and he or she is then escorted to the Bridge. This person will either advise the Captain and/or take the helm of the vessel and bring it safely into and out of port.
When entering a foreign port, the master of the vessel needs to clear both the yacht and all crew and guests into the port via the proper Port Authorities for that country and port, which may or may not be a Harbour Master. As a foreign flag entering a foreign port all vessels and crew/passengers must be officially cleared in by the proper authorities before any crew or passengers leave the ship and set foot ashore.
