The government got tax money by hiring private collectors (publicans, equestrians). the collectors would bid on a region and the government would pick whoever said they'd get the most money out of that region to go with a government contract to collect. The collectors paid the government up front what they promised, and then had to make sure in the region they went that they sqweezed not only just enough cash from the provincials to break even but to make a profit for themselves. This was great for the government becasue they got the money right away but was stressful even for the publicans and a nightmare for the provincials.
