If the cookie sheet is on a rack that is too close to the bottom burner then they will burn on the bottom. Move the rack, USE OVEN MITTS !!!, to the middle rack.

If things are cooking on the outside too fast and the inside is not done yet, turn down the temperature and let them cook a little slower. The heat has to pass through to the center.
