The fuel pressure regulator does not have an on or off position. It has a spring loaded valve that keeps a certain amout of pressure inside the fuel rail. There is also a vacuum line attached to it (from intake mainifold) which varies the tension of the spring via a rubber diaphragm to allow more fuel pressure under higher engine speeds.
