You have to determine the cause first. Check the horn switch and contacts, fuse, relay and the horn itself.

It it either a blown fuse, defective horn, bad ground, or defective horn switch. Check the fuse, if it is blown, replace, if it is good, run a wire to the horn directly from the battery. If the horn blows, suspect a bad horn switch.

Horn has constant 12vdc at horn terminal. Horn doesn't work. Checked steering wheel horn switch. Ohmed relay contact posistions/ok. Fuse is good also

The horn switch is part of the airbag cover.
Sounds like the horn has a bad connection. I would replace the horn switch in the steering wheel.
