Any storm with sustained winds at or above 74mph is classified as a hurricane. However to get a name a storm merely has to become a tropical storm, with winds of 39 mph or higher.
Each year has a list of hurricane names that proceeds in alphabetical order. The names are used as each tropical storm forms. The lists are recycled every 6 years. However if a storm is particularly bad its name will be retired, meaning it will not be used for another storm. When this happens a new name of the same gender and beginning letter is picked to replace it (example, Allen was replaced with Andre, which in turn was replaced by Alex). There is a book full of names on a waiting list should the need for replacement arise. The new name will then be determined by a committee.
