A play could be all three. Hamlet, a tragedy by Shakespeare, and also a revenge play, is thought by some to be a "problem play" because it does not fit their definition in some way. And that is what makes people call plays "problem plays"--they have decided that plays have to follow certain rules which they made up, and when Shakespeare doesn't follow their rules it's a "problem".
