There are two ways that the thick fur on a harp seal helps it to stay warm, even in the extremely cold Arctic and the northernmost parts of the Atlantic Ocean, where the water temperature is about 30 degrees Fahrenheit (because salt water freezes at a lower temperature than freshwater). The thick fur on a harp seal is watertight, and thus cold water cannot touch the seal's skin directly. The fur also traps air bubbles which act as insulation for the seal.
Two things to check first, first is the seal between the windshield and the body, this is a common seal to wear and allow water through, next is the drain in the vent on the body in front of the windshield, it has a tube exiting the cab and will leak if plugged or disconnected.
