They are both equally necessary parts of the Legislative Branch of the United States government, and are both the two representation houses of Congress, and are both necessary in nearly every political task, especially the process of overriding a presidential veto.
The US Senate help to prevent smaller states from being constantly overruled by larger states by giving all states equal representation in the Senate. This way the constant shifting of the House politically, especially in larger states, can be balanced by the slower shift that can happen in the Senate. This is even enhanced by the fact that Senators serve for six years at a time instead of two, and only a third of the senate seats are up for election at each election cycle.
In addition, some major decisions by the President, signing treaties and appointments to high office and federal courts, have to be approved by the Senate.
In summary, because each state is guaranteed an equal number of senators and shifting political majorities in the senate are so slow, it prevents the constantly shifting House and the President from running a muck.
The upper house in the US government is the Senate.
