Depends on what is wrong with it. My traction control did not work as long as there was a problem with one of the ABS wheel sensors - the two functions are tightly integrated.

you've probably got a wheel bearing going bad. that system uses the antilock system to moniter each wheel speed.
YES I had a problem one, never did get the "feel" for it just turned it off. This is the way traction control systems normally work though; most of the time you'll find that they're doing more good than harm. Some badly designed traction control systems (mostly on Hondas and Toyotas) also cut power to the engine, which can be dangerous in traffic; it's good to disable these before crossing an intersection or passing.
No. They are completely bogus and a waste of money. If you feel you need better traction look into purchasing a good set of new tires.
