All texture packs "work" with minecraft 1.3.2. it is just that the new items (if the pack says 1.2.5 or less) may either be a wrong color, invisible, or default. if it says 1.3.2 it is fine, and will work perfectly.
For HD texture packs (over 16x16 in resolution), you have to use either MCPatcher or OptiFine in order for the textures to work and animate correctly.
Because MCPAtcher is used for texture packs, what you want is Modloader or another program.
Because the image for the skin is located in the texture pack it self and it automatically uses that instead the skin you set up.

Your texture packs may not work because you are using the incorrect version, so you will need to apply a patch to make them work.
It's probably outdated. When Minecraft updates, all the mods need to be updated also.Make sure they are still a .zip file when you put them in the Textures file. And did you select it when you logged into Minecraft?

For Mac Users Only: First, you must download the texture pack and it will appear in your downloads folder so you should have minecraft otherwise this won't work. Drag the file into the Library Folder, then there should be a folder called application support so drag it in and then, there is a folder called minecraft so inside there are a list of folders and put it in the folder that is called texture packs.
