Bypass the relay and if the pump works the relay is bad.
If the pump is running the relay is good.
put in a new relay... if the window works it was a bad relay
If neither side works, the Flasher Relay is defective. Replace it.If neither side works, the Flasher Relay is defective. Replace it.

The way i understand it is that the relay has the hot and the ground connected and when you press the brake the relay works like a toggle and completes the circuit.
