Which division of UPS? For home delivery, it may be possible for someone stationed in a border town/city. For the line haul divisions, as well as FedEx Freight (which was formed when UPS bought out Overnite), yes.Added: A former neighbor was a UPS Garage Supervisor. He told me that the local deliveries are set up in geographical delivery zones, without regard to city or state lines, and their drivers are licensed to operate in any state.

You don't need a CDL to operate a vehicle with air brakes if the vehicle doesn't fall within the requirements to mandate a CDL licenced driver to operate it. For example, RVs often have air brakes, as do many of the trucks manufactured for companies like FedEx, UPS, Merita Bread, etc.
This motor will consume about 11 Kw of power when it is running. However, motors draw a very large current on startup, so an 11 Kw UPS will not be sufficient. You will most likely need a 20 Kw or larger UPS. Check with the UPS manufacturer, not all UPS's are rated for motor starting. In addition, how long do you want to sustain operation in the event of power loss? If it is more than 15 minutes or so, your batteries will become so large as to be impractical, unless your application is a critical industrial process and you have the funds to burn. Consider a UPS with batteries sized for just a few minutes coupled with a 20-25 Kw autostart generator to feed the UPS if your backup time is more than an hour or so.
