In order to get water to boil with ice inside of it, this means you have to effectively lower the temperature at which the water will boil. This can be achieved by lowering the surrounding air pressure. By decreasing air pressure you effectively decrease the amount of energy water molecules need to break the water surface tension to become water vapor. This is the reason why mountaineers at high altitudes cannot cook raw food in water.
