The puppy, unless it is asleep, is a little bundle of kinetic energy constantly moving and wagging and playing. Or, the horse, because it's overall mass and power give it the potential to expend more energy at will than a tiny, cute, wiggly puppy.
Have the rider get off the horse immediately and try getting a more experienced rider to train the horse, or turn out the horse before riding to get that energy out. or more training with you to get the basics.
