PVC pipes can only take a certain tempreature and in most cases cannot withstand tempreatures above 60 degrees celcius. if a thermostat fails in a geyser and the hot water over boils and you run water through your PVC pipes, they can melt causing severe damage. the best pipes to use are copper and galvanised depending where you live.
Heat tape is just for keeping the pipes from freezing, it does not heat the water. That's what the hot water heater is for.
